Paraphrase of Telegram from the Secretary of State for the Colonies to the Governor of Hong Kong.

Your telegram of 14th September in cypher War Office state that coolies are required for loading and unloading of trains, roadmaking and maintenance, quarrying, work in forests under lumberen. Five per cent should be skilled labourers of following trades:- Blacksmith, Bricklayer, Painter and Plasterer, Carpenter, Glazier, Mason. Period of engagement would be for duration of war and for an addi ti onal six months, if required. Salary:- Doctors 24/- per diem and free rations, outfit allowance £30 camp kit allowance, if required, £7.10/-. Officers would
draw infantry rates of pay and allowances for various ranks and outfit allowance £50. British Warrant and Non-commissioned officers infantry rates of pay,

The following monthly rates for Chinese Sergeants 11.25 Corporal $9.75 Private $8 Assistant Interpreter 37.50.
Supposing that these rates not sufficient War Office request that you will repert minimum rates
at which it would be possible to obtain Chinese labour.
